Tom served as the Chief Executive of Barclays Wealth. As part of the executive team that founded Barclays Capital, Tom was also a member of the Barclays Group Executive Committee and Executive Chairman of the Americas. Previously, he had spent 18 years at JP Morgan where he held a number of roles, including head of fixed income sales, trading and research. He has served on the US Treasury Borrowing Advisory Committee and was chair of the US Bond Market Association, a predecessor organization to the Securities Industry and Financial Markets Association. Tom served as a distinguished executive in residence at the University of Chicago Booth Graduate School of Business. He is a member of the Council on Foreign Relations.

Tom received his undergraduate degree from Dickinson College and an MBA from Chicago Booth.
